"Youth Plaintiffs depend on vital natural resources to exercise their
inherent rights; these vital natural resources are and will continue to be adversely impacted by excessive human–caused emissions of carbon dioxide (“CO2”). As a result of human-caused CO2 emissions, global atmospheric CO2concentrations now exceed 403 parts per million (“ppm”), destabilizing our climate system, and have reached recent annual peak concentrations exceeding 410 ppm, as compared to the stable pre-industrial levels of 280 ppm."
